Mouse zoom changes two browser windows simultaneously

Open 2 browser windows side by side. Open a WF in 1 and a dashboard in another. Change the zoom level via CTRL-mouse-wheel. Both windows change zoom level, which is unexpected. And if the non-focused window is a dashboard, it triggers a refresh, which reloads the view, which is undesirable. Occurs in Firefox and Chrome.

Expectation: Changing zoom level in 1 window should affect only that window.
