Inactivity on a system device

A device is set up as a Device Class :System and has the children query interval set to 60 sec.
If all children devices stop setting new states, will the System device still be generating new states every second?

Just trying to figure out if I can use the System device as a trigger of inactivity.

Inactivity triggers do work for system devices. Record Duplicate Values will have to be unchecked, otherwise the system device will continue to aggregate and record the last known state for its children on each report interval.
