How can I create a workflow that will trigger if a sensor hasn’t updated it’s status in, say 10 minutes?

We have a trigger for exactly this purpose: the Device: Inactive Trigger. You set a duration (10 minutes in your instance) and if your device(s) report state and don’t report again for that period of time, the workflow fires. Then the timer is reset the next time the device reports.
