We have two sections in our documentation that cover How to build an Experience and How to build an Experience API. In the former, we mention that we use Twitter Bootstrap. In fact, our Application Templates leverage Bootstrap as well.
You also have the power to import JavaScript libraries via CDN in the HTML of your pages by using the <script> tag.
