We have a potential client that will have some needs for a good hierarchy in their experience.
Client,Plant,Machine,SensorType, Actual values.
Is the best way to do that with Device-Tags or something else?

I would recommend using device tags with a mix of attributes for the actual values. Like attributes, device tags are application and experience specific.
There are some great forum posts that show some examples of device tag in use, you can see them here and here, and we have some documentation available as well.
