API to list all applications

If I understand it correctly, Any API tokens are only issued per application, so I can only reach resources within the application it’s been created in.

I thought there was a way I could create a token to reach resources from all applications.
Do I remember incorrectly?

You remembered correctly. You can do that using a User Token!
